A few days ago a friend told me he was going in for "Stem Cell Therapy." This to me was either putting the future into the present or he was being finagled. Minutes Medical Amateur Radio Council Annual Meeting May 20, 2016 Dayton, Ohio In attendance: Jeff, K6JW President; Rick K9CIV, President-Elect; Marcia Lochner, Acting Secretary; Mary AE4BX, Treasurer; Warren KD4GUA Newsletter Editor; Bruce KM2L Director; Keith N3IM Director; Linda KE5BQK Director; Bobbie W1BEW Director and Assistant Treasurer; Jay AA4FL; Bernie KD5QHV; Chip N5RTF; Art KK1Y and Carl WA3ZZU. The meeting was called to order by K6JW at 8:14 AM EDT. Minutes of the 2015 meeting were approved with one correction. Paragraph 6 should read “complimentary membership.” K9CIV stated that he was looking forward eagerly to beginning his Presidency. Secretary's Report: Marcia reported that we have 130 paid members and carry 16 complimentary memberships, for a total of 146 members in good standing. Treasurer's Report: AE4BX presented the Treasurer's report. Expenses for the year totaled $3447.78 and are detailed in her report. The largest single expense is for printing and mailing the Newsletter. We had dues income of $3130.00, and our current balance is $11298.86. The report was approved. MediShare Chair Arnold, WB6OJB was unable to attend the meeting, but his report was presented to the Board by K6JW. MediShare has a balance of $6300.18. We have no currently active projects. A list of donors was given to the President. Per the Treasurer and Secretary as of the time of this meeting, their preference is that donations to MediShare be sent to the Secretary. KD4GUA presented the Newsletter Editor's report. Publication of the newsletter, while entailing a great deal of work, has gone well. Warren expressed his appreciation for the way that Marcia capably handled the Secretary's role in supplying mailing labels for the Newsletter. The Board collectively thanked her for her good work. K6JW asked for discussion of the possibility of emailing the Newsletter as the default option, with members who desire a hard copy electing to receive one. AA4FL asked for clarification of the purpose of the Newsletter. Do we use it for recruitment? For other purposes? Marcia stated that she steers prospective members to our Website to look at the Newsletter. KM2L added that we hand out copies of the paper from our Hamvention booth, though these could be printed when needed. KE5BQK stated that she would not go to the Website to read the Newsletter unless prompted to do so, in which case why not just email it? K9CIV felt that maintaining an accurate database of email addresses is difficult. AA4FL suggested that we could encourage people to pass their copy to someone else after they had read it. W1BEW moved that we notify membership via an article the Newsletter of the option to receive it electronically. This motion was passed. AA4FL agreed to write a piece for the Newsletter. KM2L had no formal Historian's report. AE4BX said that she inherited a box of old bank records from W4DAN and offered them to the Historian. He declined the offer, and due to their age, these records will be destroyed. Dave, NT8E not being in attendance, there was no formal Webmaster's report. N5RTF has been unable to provide streaming audio of Grand Rounds from his current place of residence. He asked for help from someone who can hear KD4GUA consistently well. KK1Y is a close neighbor and is willing to work with N5RTF to provide him a good audio source. Directors reports: W1BEW reported on an upcoming hamfest in Knoxville, TN. K6JW noted that the ARRL Southwest Division Convention will be hosted by the Los Angeles Amateur Radio Council in October, 2016. Old Business: AA4FL discussed the proposed MARCO-sponsored scholarship fund. He passed out a draft of eligibility criteria for applicants. He plans to work with his contacts at the University of Florida to develop a template for this. He proposes to target pre-med students. The award will be administered by ARRL. Our financial commitment will be $1000 annually to maintain a $500 annual scholarship award. We could end the program at any time. N5RTF felt that our selection criteria should include graduate students as well as undergraduates. WA3ZZU pointed out that most ARRL scholarships are awarded to graduating high school students. N5RTF asked whether we can use the name and photo of the awardee for our own publicity. It seems very likely that this is the case. KE5BQK asked whether there were medical professionals on the ARRL committee that reviews scholarship applications. The answer is probably not. WA3ZZU, after searching the relevant portion of the ARRL Website, suggested that in order to ensure that we receive appropriate credit and recognition, “Medical Amateur Radio Council” appear in the name of the award. After considerable discussion, agreement was reached on this point. It was also decided that we not include reference to MediShare International in the description of the award. AA4FL was asked to prepare a second iteration of our submission to ARRL, and circulate it to the Board. AA4FL moved that we approve the expenditure of $1000 to fund the scholarship. This motion passed. New Business: K6JW ppesented a proposed slate of officers and explained our dilemma with the position of Secretary. Although Marcia has done an outstanding job, she is not permitted to serve according to our by-laws. AE4BX raised the question of nominating an Assistant Treasurer. It was determined that someone could be selected by the Board without formal a nomination. W1BEW suggested that the Assistant Treasurer should live in reasonable proximity to a Wells Fargo bank, as they hold our account. K9CIV moved that nominations be closed, and the slate as proposed was approved. Lauderdale had taken the test ("Deep Brain Stimulation) on www.mpmcme.org
(David DOV ?). The affiliation with Morton Plant Hospital, Clearwater,
FL is being waived for MARCO through my affiliation....an excellent way
to get CME Category 1 credit and request copies of your attendance
which they keep on file. I get a lot of my information for Grand Rounds
from these great lectures as well as keep up my CME for licensure.

THIS SUNDAY WE WILL DISCUSS "DEMENTIA." TODAY A LECTURE WAS GIVEN BY AMANDA SMITH, MD ENTITLED "Prevention & Diagnosis of Memory Loss." Notice there was "no treatment" in the title. WHY? Because there has been no NEW Rx for this condition in the past 10 years--BUT, there has been progress in diagnosing it EARLY and thus helping to prevent progression.

Basically, we will present Dr. Gitlow's opinion and then you will have the opportunity to express yours. In a recent election, Florida voters failed to reach the 60% approval vote to legalize medical marijuana--it was close as 58% voted in favor....there is some recent data coming out that will be featured in a lecture at our hospital in three weeks, this can be a building block on the subject.

The annual Membership Meeting of the
Medical Amateur Radio Council was held on March 20, 2015 at the
Western Museum of Flight in Torrance, California.
Present were Malin Dollinger (KO6MD),
Arthur Kahn (W6NJY), Jay Garlitz (AA4FL), Bernard Krasowski (KD5QHV),
Linda Krasowski (KE5BQK), T. "Chip" Keister (N5RTF), Bruce
Small (KM2L), Joe Breault (WB2MXJ), Paul Lukas (N6DMV), President
Jeffrey Wolf (K6JW), Newsletter Editor Warren Brown (KD4GUA), and
MediShare Director Arnold Kalan (WB6OJB).
The meeting was called to order at 9:05
AM, PDT.
Those in attendance introduced
themselves.
In the absence of the Secretary, the
minutes of the last meeting were read by N5RTF and approved.
The Secretary's report was presented by
Jeff due to the absence of Secretary Marcia Lochner. The report
included three donations to MediShare. There are 221 members of
MARCO, including 20 with complementary membership. We have 124 paid
up members. The President does not have the names of those who are in
arrears. The Secretary has reserved a block of rooms for MARCO during
Hamvention at the Clarion in Dayton.
The Treasurer's report was presented by
Jeff due to the absence of Treasurer Mary Favaro (AE4BX). Due to
Mary's efforts, MARCO's funds were transferred from the account
formerly managed by the late WA1HGE to a Wells Fargo Bank near Mary's
home. MARCO's principal officers are all now signatories. MARCO's
General Fund balance as of March 6, 2015 was $11,600.73. The
Medishare account balance as of March 6, 2015 was $6074.18. AA4FL
clarified that the disbursement to him listed as “expedition”
was, in fact, reimbursement of the fees for hosting our web domains.
WB6OJB indicated that his figure ($775: see below)) for member
contributions did not agree with the amount reported. It was not
clear what fiscal year was used in the Treasurer's calculation.
The status of the Secretary was
discussed. Our by-laws specify that officers must be regular members
of MARCO. Marcia, the current Acting Secretary, is not a licensed
amateur radio operator, and thus is not eligible. She was informally
appointed Assistant Secretary last year and has filled the role since
the resignation of W4DAN from the Secretary's position. A motion to
formally appoint Marcia Lochner as Assistant Secretary was made,
seconded, and carried. At the MARCO Membership in 2016, it will be
necessary to elect a Secretary who is a regular (i.e.,
licensed) member.
N5RTF moved that we appoint N7NLN as
Director for the 7th call area. This motion passed. K6JW
indicated that he would contact him to be certain that he would
accept the position.
MediShare report: WB6OJB reported that
since the last meeting, donations to MediShare totaled $775.
Aether and Grand Rounds Report: KD4GUA
would like more radio-oriented submissions to the newsletter. He will
recognize those donating $100 or more to MediShare in the Newsletter,
although will not list the specific amounts donated. Those receiving
the .pdf copy of the Aether gave it a positive review, and he will
continue to mail it via our email list. KE5BQK suggested that one
issue per year contain an envelope for members to use to donate to
MediShare. KD4GUA was concerned that this would increase our postal
cost. The issue was deferred and left unresolved. K6JW recognized
Warren for his reliable, high-quality work in producing both the
Newsletter and Grand Rounds.
Web Committee: The MARCO Website is
edited and managed by Dave NT8E, and KM2L should not be listed as
“Webmaster” in MARCO's publications. Discussion ensued over the
listing of a Webmaster as opposed to the Web Committee. The issue was
not actually resolved, and it appears that KM2L will be listed as
Webmaster until resolution can be obtained. The Web Committee has,
over the years, received misdirected email intended for Medi-Share, a
health insurance company. AA4FL set up an auto-forwarding response,
so that these communications go to the proper recipient without our
intervention. The software also sends notification of the forwarding
to the original sender. So far, this has worked well. KM2L continues
to maintain MARCO's blog.
Radio-Internet Coordinator report:
N5RTF provides streaming audio of Grand Rounds when he can hear net
control. Bobbie W1BEW acts as an alternate receiving site. KM2L also
hosts a Skype conference call and patches in the audio of the lecture
as heard at his station. N5RTF also acts as net control for the CW
net that precedes Grand Rounds. He states that there are usually
about four check-ins.
Old Business: None.
New Business:
WB6OJB relayed a request for support by
MediShare from “Shoulder-to-Shoulder.” This organization runs a
dental clinic in an underserved area of Honduras. MARCO Director
Roger W8CRK will be volunteering there later this year, and initiated
the request for support. It was moved by AA4FL and seconded by KE5BQK
that we donate $250 to support W8CRK's effort, with a request that he
provide feedback after his return. The motion was carried.
AA4FL shared a number of his thoughts
about the organization's future. He stated that it is important to
attract younger membership, and that our weekly on-air lecture series
may not be appealing to this group. Medical/Dental DXpeditions may be
a way to introduce younger practitioners to ham radio. Jay may be
involved in a 2016 expedition to Kiritimati along with a Brazilian
group and Pacific Medical Aid.
Another thought is to involve MARCO,
perhaps through ARRL, with academically-affiliated hospitals to
assist in developing emergency communications capability.
AA4FL also recommended that MARCO
become involved in social media. He moved that we establish a
Facebook group, to be maintained by the Web Committee.. This motion
was passed.
N5RTF moved that MARCO establish a $500
scholarship for licensed ham operators who are applying for
graduate-level training in the medical arts. This would be run
through the ARRL. This motion was passed. AA4FL will contact ARRL on
this matter.
N5RTF suggested that we set up a Paypal
button on our web pages for MediShare donations. The details will be
worked out by the Web Committee.

THIS SUNDAY WE WILL HAVE A TREAT….IN 1994, DR. BOB CURRIER, PROF. OF NEUROLOGY AT THE UNIV. OF MISSISSIPPI MEDICAL SCHOOL WROTE A PAPER, “A Two-and-a-Half Color Rainbow,” which was printed in the “Archives of Neurology, Nov. 1994, Vol. 51.” He autographed it with the inscription, “To Warren Brown with thanks & best wishes, Bob Currier.”
Bob left us about 13 years ago but he left a most favorable remembrance. (In fact, it was he who lassoed me into siding with him giving the every-other week talks on Grand Rounds, “Warren, you have an ideal location on the West Coast of Florida, you simply head your antenna NW and you cover the entire country whereas they have a heck of a time hearing me in Mississippi and in Michigan.” It was all true and you have been stuck with me ever since.
Well, anyway, the talk will be on “Red-Green Deficiency” of which Bob was one of the 8% of Caucasian males who suffered from it. In fact, his radio history relates back to this defect, eliminating him from flight training in WW II to radioman and gunner on a B-17 in Italy. If everyone behaves, I will attempt to find Bob’s talk on Grand Rounds which was taped about 1998 and play it, if you wish, this Sunday.
Bob was Marco’s “Walter Cronkite.” Sunday will be his remembrance day.

For dessert we will throw in “Jet Lag,” is it more prone flying to Europe or in returning and what effect has the jet stream on the jet set.

We have found that the liver has a body clock, the heart has a body clock, the gut has a body clock etc. For example: You can’t have oxidative and reductive reactions occurring in the same place and time. If we have time we can discuss how these affect the absorption of drugs and at what time taken do we get the best drug results—I think I have stirred your dandruff—tune in for a “flake out."

This is an update on room availability at the Crowne Plaza for the March 2015 MARCO annual meeting. Of the 10 room block, five have now been reserved reserved by members planning to attend. This leaves five guaranteed rooms in the block. The hotel will make additional rooms available to us if we need more than 10, as long as they have the rooms available to do so. The meeting was called to
order by AE4BX at 8:30 AM EDT.
Minutes of the 2013 meeting
were approved as read by W4DAN.
Secretary's Report:
Danny reported that we have 205 members; almost all are paid up.
Between January 2013 and March 2014 we added 17 new members. Most of
these found us and joined through the Web site.
Treasurer's Report:
Danny reported that when Lou WA1HGE was Treasurer, he set up two
accounts. One was a CD bearing higher interest. MARCO and MediShare
funds were co-mingled. Danny recommends separate accounts for MARCO
and for MediShare. Our current balance is:

Total $16877.83
These
funds are tied up in a local bank in New Hampshire, and we have been
unable thus far to transfer them to another bank after Lou's death.
Our plan is to transfer the money to a national bank and authorize
other members of the Executive Committee as signers. W8CRK will ask
his son-in-law, who is a banker, for clarification as to what steps
we must take.
As
determined at last year's meeting, Mary will assume the duties of
Treasurer upon the completion of her term as President at this
meeting.

by Keith to move our finds to Wells Fargo. Second by Jeff. The motion
was carried.
Motion
by Jeff to reaffirm Mary as Treasurer, for the record. Second by
Arnold. The motion was carried.
Motion
by Mary to nominate Bobbie as Assistant Treasurer. Second by Bernie.
The motion was carried.
Web Site Report:
Bruce reported that he no longer edits the Web site. Dave Lieberman
KT8E is the only one with the ability to maintain the site. There has
been no recent news from Dave. Danny stated that the Google Ad-Words
campaign was suspended as it was not working well. Bruce continues to
post news to the Blog and maintains the email listserv. Both are
working well.
Chip
continues to stream audio of Grand Rounds on Sunday morning. He could
use a better quality audio source, as his location is noisy and
reception is not always good. Bruce provides a Skype feed, and
possibly Chip could use that. Bobbie usually hears Warren quite well,
and regularly joins the Skype conference call. It was suggested that
he provide the audio feed over Skype.
Grand Rounds Report:
Warren would like more active participants at Grand Rounds. Although
we have a large number of check-ins, he would like to hear more
questions and would be glad to share duties with other presenters.
The American Osteopathic Association did not recognize the CME
credits we awarded. They classify their credits according to a
different scheme than the AMA. This issue has apparently been
resolved.
MediShare Report:
Arnold reports that we have no active projects, although our funds
would support a small one. We received favorable publicity from our
support of the T33A DXpedition. Carl suggested that we consider
supporting other DXpeditions with a clinical component to them.
Old Business:
The
MARCO brochure designed by Bobbie has been printed and is ready for
distribution at the MARCO booth at Hamvention. Those in attendance
each received a copy.

New Business: Jeff
proposed a series of dates for next year's meeting, which will take
place in Los Angeles. None of these was universally acceptable, so he
will research the issue.
Election of Officers:
President:
Jeff K6JW assumes the office.
President-Elect:
Nominees are Jay AA4FL and Richard K9CIV. Richard was elected.
Secretary:
The request of the Secretary to step down was tabled by the
President. Danny remains Secretary.
Treasurer:
Mary assumes the role of Treasurer.
Directors:
Roger reports that John WD8NMV is unable to continue as 4th
Call Area Director, and wishes to resign. No action was taken on this
request.
The
meeting was adjourned at 9:45 AM EDT.
